Funcion: FpGetEnv()
Sintaxis:

Descripcion: Retorna el valor de el ambiente variable en Name. Si la variable no esta definida, nil es retornado. El valor de el ambiente variable puede ser una cadena en blanco. Un PChar es retornado a el acomodo para cadenas mas grandes que 255 bytes, TERMCAP and LS_COLORS, para instansia.
